- Suggest a new policy / law.
- "Second" any suggestion you approve of.
- Suggestions with the most "seconds" are debated in parliament for clarification.
- Parliament defines the date and wording for referendum.
- The country votes.
- The vote is passed with sufficient majority (or returns to parliament for clarification if a majority is not reached).
- The government is responsible for implementing the new law.
